CPLP opens mission in Dili

The Community of Portuguese Language Countries (CPLP) will soon open a representation in Dili to support the implementation of the Strategic Cooperation Plan for East Timor. This decision was taken yesterday by the Council of Ministers of the Lusophone organization meeting in Cidade da Praia.

It was taken in response to Timor-Leste´s interest in deepening integration with the CPLP. Member states should now, coordinating with the authorities in Dili and with the executive secretariat, appoint a representative and agree on the inauguaration date.

The CPLP's Strategic Plan for Timor-Leste was presented to the East Timorese authorities last April by the director of “Community [CPLP] Cooperation”, Manuel Lapão. It followed the opening (in January this year) of an East Timorese mission with CPLP.

The Council of Ministers of the CPLP also decided that it will promote a meeting of the Contact Group for Guinea-Bissau with a view to convene an international conference of development partners.

In a resolution about the Stability Support Plan for Guinea-Bissau, the eight CPLP diplomatic heads decided in Cidade da Praia, Cape Verde (where the 14th Meeting of the Council of Ministers of the Organization is taking place) to undertake actions in conjunction with the Guinean government.

These actions, quoting the document that was passed, aim to strengthen Guinea’s external position and to facilitate the creation of conditions for reform and development programs and in Guinea Bissau.

With that in mind, CPLP’s Portuguese presidency was also instructed to submit, in conjunction with the Executive Secretariat, within 60 days, a project to support the health and education sectors and the definition of a strategy for food security in Guinea-Bissau.

However, the projects must be conceived in articulation with Guinea Bissau’s authorities in the framework of the priorities defined in the policy paper National Strategy for Poverty Reduction (DENARP) and in compliance with international best practices. They will be financed by the CPLP’s Special Fund and by other bilateral or multilateral donors.

According to the resolution, the CPLP should proceed with its efforts aimed at strengthening the state institutions in Guinea-Bissau and furthering security sector reform, including the fight against drug trafficking.

The stability support program in Guinea-Bissau, approved by the CPC in 25 November 2008, is based on three pillars: the "firm and effective" fight against drug trafficking, the "reinforcement" of security sector reform and "generating international resources” for Guinea Bissau’s development.

OJE/Lusa A Comunidade dos Países de Língua Portuguesa (CPLP) vai abrir, em breve, uma representação em Díli, para apoiar a implementação do Plano Estratégico de Cooperação para Timor-Leste, decidiu ontem o Conselho de Ministros da organização lusófona. A decisão, tomada ontem na Cidade da Praia, responde ao interesse manifestado por Timor-Leste no aprofundamento da integração na CPLP, devendo agora os estados-membros, em coordenação com as autoridades de Díli e articulados com o Secretariado Executivo, nomear um representante e marcar a data da instalação.

O Plano Estratégico da CPLP para Timor-Leste foi apresentado às autoridades de Díli em Abril último pelo director da Cooperação da Comunidade, Manuel Lapão, e surgiu na sequência da abertura, em Janeiro deste ano, de uma missão timorense junto da organização.

O Conselho de Ministros da CPLP decidiu hoje também que irá promover uma reunião do Grupo de Contacto para a Guiné-Bissau, visando convocar uma conferência internacional de parceiros de desenvolvimento.

Numa resolução sobre o Plano de Apoio à Estabilidade na Guiné-Bissau, os oito chefes da diplomacia da CPLP decidiram na Cidade da Praia, em Cabo Verde, onde decorre a 14ª Reunião do Conselho de Ministros da organização, promover acções em articulação com o governo guineense.

Essas acções, lê-se no documento aprovado, visam o reforço da posição externa e a criação de condições para programas de reformas e de desenvolvimento da Guiné-Bissau.

Nesse sentido, a Presidência portuguesa da CPLP foi também mandatada para, em articulação com o Secretariado Executivo, apresentar, no prazo de 60 dias, um projecto de apoio aos sectores da saúde e da educação e a definição de uma estratégia para a segurança alimentar na Guiné-Bissau.

Os projectos, porém, devem ser, por sua vez, articulados com as autoridades guineenses dentro das prioridades de Bissau definidas no Documento de Estratégia Nacional de Redução da Pobreza (DENARP) e no "bom respeito" pelas melhores práticas internacionais, sendo financiados pelo Fundo Especial da CPLP e por outros doadores bilaterais ou multilaterais.

Segundo a resolução, a CPLP deve prosseguir esforços com o objectivo de reforçar as instituições do Estado na Guiné-Bissau e o aprofundamento da reforma do sector de segurança, incluindo o combate ao narcotráfico.

O programa de apoio à estabilidade na Guiné-Bissau, aprovado pelo CCP a 25 de Novembro de 2008, assenta em três pilares: o combate "firme e eficaz" ao narcotráfico, o "aprofundamento" da reforma do sector de segurança e a "geração de recursos internacionais" para o desenvolvimento da Guiné-Bissau.
