On eve of East Timor vote, Canada urged to help

Ottawa - A delegation of union, women's and students' groups and the East Timor Alert Network (ETAN) met with Minister Axworthy today, and urged him to help stop the violence in East Timor perpetrated by the Indonesian military and their associates.

"The Indonesian military is acting with impunity in these days before the independence vote because that's what they've learned they can do over the last 24 years in East Timor," said Hassan Yussuff, CLC Executive Vice President, which led the mission to East Timor.

They urged Minister Axworthy to use Canada's seat on the UN Security Council to push for peacekeepers, something the East Timorese have been calling for for months. They also urged him to cut all military ties with Indonesia, and to withhold all government-to-government aid, until the military stops committing atrocities against innocent civilians.

The delegation just returned from a fact-finding mission in East Timor, where they witnessed intimidation and terror being perpetrated against the population by the Indonesian military factions and their militias.

"They need to see now that there will be consequences if they continue this violence, and Canada is well positioned to impose those consequences, by stopping aid and cutting military ties. We're hopeful that Minister Axworthy, who knows East Timor's history well, will take the lead in taking these steps," he said.

Last May, a UN accord was signed allowing for a UN supervised vote on independence, which will take place this Monday, August 30. The accord gave Indonesian authorities responsibility for security in the lead-up to the vote, but factions of the military, along with militias, have been attacking civilians and the UN mission itself in a desperate bid to subvert the vote.

Below please find, in English and French, copies of a letter to Minister Axworthy from the CLC on August 24. The Canadian Labour Congress delegation discussed proposals in this letter in a meeting with him today.

Dear Minister Axworthy,

It is with a sense of great urgency and concern that I write this letter ahead of the meeting with you later this week.

As you know, a Canadian Labour Congress delegation travelled to East Timor from August 5 to 10, and then continued on to Indonesia where it met, amongst others, with jailed East Timorese leader Xanana Gusmao, and with representatives at the Embassy of Canada.

In East Timor the delegation met with many NGOs, and travelled to some of the areas of the territory still under militia and military control. With the exception of the representatives of the FPDK and Komnas Ham, all the East Timorese people and NGOs the delegation spoke to provided ample evidence of ongoing terror and intimidation by the military and the military backed militias.

All urged the delegation to work for a peacekeeping force as soon as possible, and to appeal to the Canadian government to step up the pressure on the Indonesian military to stop breaching the UN accord, allow for a free and fair vote, and respect the outcome of that vote.These calls were also strongly backed by Xanana Gusmao in Jakarta.

Since the CLC delegation left East Timor, reports are that the campaign of terror and intimidation by the military and militia has escalated.

On behalf of the delegation, I urge you to:

1) Back the call for an immediate peacekeeping presence, and use Canada's seat on the UN Security Council to help make it happen. We also ask you to facilitate the process by offering to contribute Canadian peacekeeping troops.

2) Demonstrate Canada's committment to the United Nations process in East Timor by showing the Indonesian military regime that there will be consequences if the intimidation and violence continues. We appeal to you to announce that Canada will withhold all government to government aid to Indonesia, and that Canada will cut all military ties with Indonesia, until the military and its militia stops committing atrocities, fully respects Indonesia's obligations under the United Nations accord, and unconditionally releases Xanana Gusmao.

3) We also appeal to you to ensure that Canada is one of the first countries to symbolicly recognize East Timorese sovereignty in the event of a pro-independence outcome. We would urge you to personally attend the official opening of a Canadian Mission in the territory, soon after the outcome of the vote is announced.

4) We are encouraged that the Canadian government has expressed an interest in helping East Timor rebuild its society in the long term. The organizations that participated in our delegation also plan to support the building of a democratic East Timor once a free and fair vote has taken place and we look forward to beginning that discussion.

For now, we are preoccupied with the urgent need for action, and fear that unless Canada and the international community can build sufficient pressure on the Indonesian military and get peacekeepers into the territory soon, hundreds, perhaps thousands, more East Timorese will die.

Finally, while we welcome the significant contribution made by the embassy in Jakarta to IFET, we urge you to follow the example of the New Zealand government and reimburse the costs incurred by two East Timorese presently living in Canada who have to travel to New York to register and vote.

Thank you for the opportunity to raise these points ahead of Thursday's meeting. I look forward to hearing of the positive and constructive steps following the meeting with the delegation and to an opportunity to meet in person in the near future.

Monsieur le Ministre Axworthy,

C’est avec un grand sentiment d’urgence et une vive préoccupation que je vous écris avant la réunion que vous tiendrez avec notre délégation plus tard cette semaine.

Comme vous le savez, une délégation du Congrès du travail du Canada a passé la période du 5 au 10 août au Timor oriental et s’est rendue ensuite en Indonésie où elle a parlé notamment à Xanana Gusmao, chef syndical du Timor emprisonné en Indonésie, et à des représentants à l’ambassade du Canada.

Au Timor oriental, la délégation a discuté avec de nombreuses ONG et s’est rendue dans certaines parties du territoire qui sont encore contrôlées par l’armée et les milices. Sauf les représentants du FPDK et de la commission des droits de la personne (Komnas Ham), toutes les personnes et les ONG auxquelles la délégation a parlé au Timor oriental ont donné d’amples preuves de l’intimidation que continuent de pratiquer les forces armées et les milices qu’elles appuient ainsi que de la terreur qu’elles continuent de semer.

Toutes ces personnes et organisations ont incité la délégation à favoriser la création d’une force de maintien de la paix dans les plus brefs délais et à demander au gouvernement du Canada d’intensifier les pressions qu’il fait sur le gouvernement militaire d’Indonésie pour qu’il cesse de violer l’accord de l’ONU, permette la tenue d’un vote libre et équitable et en respecte le résultat. Xanana Gusmao a fortement appuyé ces revendications à Jakarta.

Nous avons appris que la campagne de terreur et d’intimidation que mènent l’armée et les milices a été intensifiée depuis que la délégation du CTC a quitté le Timor oriental.

Au nom de cette délégation, je vous incite à :

1) Appuyer l’établissement sur-le-champ d’une force de maintien de la paix au Timor oriental et profiter de la participation du Canada au Conseil de sécurité de l’ONU pour voir à ce que cette force soit établie. Nous vous demandons de faciliter le processus en offrant d’affecter des casques bleus canadiens à la force en question.

2) Prouver que le Canada tient à ce que le processus de l’ONU au Timor oriental réussisse en indiquant au gouvernement militaire indonésien les conséquences qu’aura la continuation de l’intimidation et de la violence. Nous vous demandons d’annoncer que le Canada interrompra toute aide intergouvernementale destinée à l’Indonésie et toutes les relations militaires avec l’Indonésie tant que l’armée et les milices de ce pays n’auront pas cessé de commettre des atrocités, que le gouvernement indonésien n’honorera pas pleinement les obligations que lui attribue l’accord de l’ONU et qu’une libération inconditionnelle n’aura pas été accordée à Xanana Gusmao.

3) Voir à ce que le Canada compte parmi les premiers pays à reconnaître symboliquement la souveraineté du Timor oriental si le résultat du vote est favorable à l’indépendance. Nous vous incitons à participer vous-même à l’inauguration de la mission canadienne au Timor oriental, qui aura lieu peu de temps après l’annonce du résultat du vote.

4) Nous trouvons encourageant que le gouvernement du Canada ait exprimé le désir d’aider le Timor oriental à rebâtir sa société. Les organisations qui ont participé à notre délégation projettent, elles aussi, d’aider à bâtir un Timor oriental démocratique une fois qu’un vote libre et équitable aura eu lieu. Nous avons hâte d’entreprendre les discussions à cette fin.

Pour le moment, nous nous inquiétons du besoin pressant d’agir et nous craignons que des centaines, voire peut-être des milliers, d’autres personnes habitant le Timor oriental ne meurent si le Canada et la communauté internationale ne font pas des pressions suffisantes sur le gouvernement militaire d’Indonésie et n’envoient pas bientôt des casques bleus dans le territoire occupé.

Nous applaudissons à la contribution appréciable apportée à l’IFET par l’ambassade à Jakarta et nous vous incitons à suivre l’exemple de la Nouvelle-Zélande en payant les frais de deux personnes originaires du Timor oriental qui habitent actuellement le Canada et qui doivent se rendre à New York pour s’inscrire et voter.

Nous vous saurions gré de nous donner l’occasion de discuter de ces points pendant la réunion de jeudi. J’ai hâte de connaître les mesures positives et constructives que vous proposerez à la délégation et de tenir une réunion avec vous en personne dans un proche avenir.
