The International Secretariat of OMCT has received information regarding the
release of Mr. Armando da Silva in East Timor.
Brief reminder of the situation:
On May 28th, 1998, the International Secretariat was informed by the East Timor Human
Rights Centre (ETHRC), member of the OMCT network, of the arrest of Mr. Armando da Silva,
in early May, by member of Kopassus (Special Forces Command) in Baucau (see Appeal IDN /
TMP 280598).
New information:
The International Secretariat of OMCT has just been informed by the ETHRC that Mr.
Armando da Silva, who had been arrested on or about May 10th, 1998, has been released.
However, the ETHRC has been unable to confirm the date of his release.
It has been confirmed that he was subject to torture during interrogations at KIDOIM
1628 (District Military Command) in Baucau.
Remarks:
The International Secretariat welcomes the release of Mr. Armando da Silva and thanks
all those organisations and individuals who intervened on his behalf.
However, it remains concerned about the allegations of torture and about the
extra-judicial executions of Mr. Carlos da Silva and Mr. Carlos da Costa.
Actions requested:
Please write to the Indonesian authorities urging them to:
i.- order an thorough and complete investigation into the allegations of torture
against Mr. Armando da Silva as well as the extra-judicial execution of Mr. Carlos da
Silva and Mr. Carlos da Costa, in order to identify those responsible, bring them to trial
and apply the penal, civil and/or administrative sanctions as provided by law;
ii.- in general, abide to the international norms and standards established in the
Universal Declaration of Human Rights as well as the international instruments ratified by
Indonesia.
