This report was received from the East Timor Armed Resistance, Falintil, on September 6, 1998 and signed by Renan Selak, Falintil Regional Secretary of the Eastern Region.

1. I would like to inform the international community, in particular, the UN that in spite of the promise by President Habibie to "gradually withdraw the Indonesian troops" from East Timor, there is still a big presence of the Indonesian army in the territory, particularly in the Eastern region. On 6 August, 300 military personnel docked at Com in Tutuala - Lospalos. They are members of battalions 742 and 743. One part of this latest addition - 6 truckloads headed to Laivai in Laga - Baucau. Another part - around two companies - started military operations in the northern part of the area before settling in their base, 10 kms from Lospalos village.

2. Besides the military operations in the Eastern Region, there are also operations in the South and southwestern region, by members of 2 elite companies, known as ARMET, from the same battalions mentioned above.

3. Regarding the so-called "gradual military withdrawal from East Timor," I must inform that it is a false promise by the Habibie's government which only wanted to show some indication towards changes with the purpose to get international credibility. The Indonesian Government reported the withdrawal of 1,000 military members. Before the media event, several thousand Indonesian military personnel entered East Timor without the knowledge of the international media.

4. We, the FALINTIL, never trust the manoeuvres by the Indonesian government to manipulate the international community, unless there is an international supervision to: a) find out the total number of the Indonesian army currently in East Timor and to identify the kind of forces they are. b) Verify their withdrawal and their subsequent arrival in Indonesian soil.

In facing these situations, I appeal to the international community - UN - to exercise its mandate upon Indonesia to honour the UN Security Council resolutions and set up an International body to monitor the so called "withdrawal of troops from East Timor."
