CAPE VERDE'S EX-MINISTER DRAFTED TO EAST TIMOR COMMISSION
BODY: Praia, Cape Verde (PANA) - Cape Verde's former Foreign Minister
Jeorge Carlos Fonseca has been appointed a member of the International
Commission on East Timor's Constitution, official sources said in Praia
Tuesday.
Fonseca left Praia Tuesday morning for Dili, at the invitation of the
UN and the Inter-Parliamentary Union, to be part of a team to streamline
the legal document.
The draft constitution is to be submitted to the East Timor Constituent
Assembly for approval in December.
Before his departure to East Timor, Fonseca told the press he was
pleased to participate, as a Cape Verdean lawyer, in the elaboration of
the fundamental law on the future of the Portuguese-speaking State that
gained self-determination from Indonesia.
An unsuccessful candidate in February's presidential election, Fonseca
was Monday named Co-ordinator for a study on Cape Verde's judicial system,
a government initiative backed by the World Bank.
