Iraq: Ramos Horta preferred longer for the inspectors

Geneva, 20 March (Lusa) - THE minister of the Foreign Affairs of Timor said Wednesday that a "better solution" for the problem of Iraq "would be that the United States gave longer to the inspectors from the UN".

Iraque: Ramos Horta preferia mais tempo para os inspectores

Genebra, 20 Mar (Lusa) - O ministro dos Negócios Estrangeiros de Timor-Leste considerou quarta-feira que "a melhor solução" para o problema do Iraque "seria que os Estados Unidos dessem mais tempo aos inspectores da ONU".

Em declarações à Agência Lusa, Ramos Horta sustentou que "se Saddam Hussein tiver alguma humildade e algum sentimento para com o seu país deverá sair para evitar um guerra e tirar os argumentos aos americanos para atacarem".

O ministro timorense disse não perceber como é que Saddam Hussein, que teve 12 anos para cumprir a resolução das Nações Unidas e mais 4 meses para cumprir a resolução 1441 do conselho de segurança, sabendo os perigos a que expõe o seu país e a população iraquiana, ainda não entregou todas as informações referentes às armas de destruição maciça.

"Quando um chefe de Estado não cumpre as sua obrigações, não aceito que se invertam responsabilidades. A responsabilidade desta situação é do Iraque", disse Ramos Horta.

Apesar de defender que os Estados Unidos deveriam dar mais tempo aos observadores, o ministro recordou que noutras situações já se funcionou sem o aval do conselho de segurança.

"No Ruanda, o conselho de segurança não interveio, o que foi um acto imoral, porque se permitiu que morressem centenas de milhar de pessoas", disse.

"É uma tragédia, mesmo se a perda de vidas civis for mínima como prometem os americanos, é sempre uma tragédia, dure alguns dias ou semanas" referiu a propósito da esperada intervenção norte- americana no Iraque.

Ramos Horta afirmou, no entanto, esperar que as preocupações do mundo não se voltem todas para aquela região e que "a reconstrução do Iraque não tenha impacto nos programas dos outros países", como Timor, Cambodja, Afeganistão ou a África.

Ramos Horta disse ainda esperar que "a guerra acabe rapidamente e se construa um regime democrático no Iraque", recordando que no Afeganistão "houve mudanças muito positivas".

A sociedade civil é para o ministro timorense o novo elemento deste conflito.

O dirigente timorense considerou ainda possível e "necessária" a reforma da ONU, defendendo que os Estados Unidos deverão fazer esforços nesse sentido.

Ramos Horta afirmou ainda discordar pessoalmente "que se continue com os cinco países permanentes no Conselho de Segurança desde a II Guerra Mundial", defendendo ainda a eliminação do direito de veto e a aprovação das decisões por uma maioria de dois terços.

Ramos Horta visita Portugal de 31 de Março a 06 de Abril.

Antes, o MNE timorense, que anulou uma visita ao Kuwait devido à ameaça de guerra na região, irá a Roma ao Vaticano.
