Fretilin Secretary General Mari Alkatiri has praised Prime Minister
Xanana Gusmao as patrimony of the Timorese liberation.
Alkatiri made the comments during a political consolidation meeting with
the party's followers in Manleuana' a suburb of the Capital Dili.
Alkatiri said that talking on the country's resistance; Fretilin had
never forgotten Gusmao's leadership in fighting for the country's
independence.
Alkatiri also said that meeting with the party's followers was important
to make preparation for general elections in 2012.

disabled people

President of National Commission for Election (CNE)' Faustino Cardoso
has called on the competent institution to legalize electoral card for
disabled and old person in the country.
Cardoso made the call during a press conference held at the office of
CNE on Thursday (18/5).
Cardoso said during the period of collecting data of the disabled and
old person in the villages' the CNE had found great number false
electoral cards.
Cardoso suspected that falsification of the documents engaging the
village chiefs' the electoral card owners and some of the priest which
was aimed at getting support from the Government.
He added that such falsification would impede the disabled and old
person to get their right.
*Mozambique ambassador pledges to support Timor-Leste

Ambassador of Mozambique to Timor-Leste' Carlos Agustinho do Ros?io has
pledged to help develop public administration and security sector in the
country.
The ambassador said Mozambique had possibility to develop investment in
future' mainly in the field of agriculture and commerce.
Rosario said bilateral ties of the two countries were a proper way to
look at global issues which could impact on the tiny nations in the
world.

President Jose Ramos Horta has said that he trusts in the Government
100% to hold LNG pipeline negotiation with Australia.
?I hand this case 100% to Prime Minister Xanana Gusmao to hold
negotiation about LNG pipeline development in the Greater Sunrise in the
Timor Sea to the country'? President Horta said.
President Horta made the comment regarding the information widespread
saying he had not defended national interest.
President Horta added that he hand over this responsibility to the
Government' particularly to the State Secretary for Natural Resources to
deal with this case as he is well known diplomats in the world.
'state Secretary for Natural Resources thinks that he is a well known
diplomats in the country and the world' therefore we trust in him to
defend national interest and I hand over this responsibility 100% to the
State Secretary and Prime Minister Xanana Gusmao to deal with this
case'? President Horta said.
He added that it was better for the Government to hold negotiation with
Woodside Company to seek for better solution to resolve case of LNG
pipeline of the Greater Sunrise.
Meanwhile' Woodside representative' Don Voelte in his recent visit to
Timor-Leste' said that his company respect option of the Timorese
Government' but it was important to have full discussion about it.
*Appellate Court to announce result of appeal after Timor-Leste's
restoration day

Appellate Court President Claudio Ximenes' has said that the Court of
Appeal will announce result of appeal made by the lawyers of the
ex-rebel leader Gast? Salsinha and his men after celebration of the
Timorese restoration day.
Ximenes made the comment Saturday in the International Airport of
Nicolau Lobato before his departure to abroad.
He said that the appellate court was now analyzing the appeal made by
Salsinha's lawyers' adding that the court would make decision base on
the existing law.
?They have made appeal and they question many things to the court and
the court will announce final decision in one or two weeks coming'?
Ximenes said.
He added that President of Republic has power to grantee pardon to
Salsinha and his men as it is guaranteeing by the Timorese Constitution'
but it should be made after final decision from the court.
Lawyers of Gast? Salsinha and his men made appeal to the court as they
dissatisfied with the recent decision made by the court to sentence
their clients' adding that the recent decision of the court was baseless
as it did not based on the evidence collected during the trial process.
*Unidentified group engages in exchange shooting with police

An unidentified armed group consists of 13 members has engaged in
exchange shooting with the Timorese Special police force on Sunday
(16/5) night in the western district of Ermera. The group members were
armed with 11 weapons.
The Timorese National Police (PNTL) Commander' Commissioner Longinhos
Monteiro said the police could not capture those people' but it was only
able to save the residents? life.
?This group has also engaged in setting blaze to the residents? houses
and abducting people. This group appeared firstly in Bobonaro during the
operations of hunting down Ninja activities'? Monteiro said.
Monteiro stressed that this armed group had been supported with food and
other logistic suppoorts by some of the residents.
The Parliament is also proposing to produce a resolution to engage the
Timorese Defense Force (F-FDTL) to respond to this situation.
*ANP rejects floating LNG plant by Woodside

The Timorese Government through the National Petroleum Authority (ANP)
has rejected the Australian Woodside Company's LNG floating plant for
the Greater Sunrise? gas and oil field exploration.
The ANP President Gualdino da Silva said there were three issues
discussed in the meeting namely' the pipeline building needed to be
built to Timor-Leste and Darwin and LNG floating plant.
Da Silva said President of Woodside' John Ozturgut and his manager
Brendan Agustin left the meeting when the ANP rejected their proposal.
Da Silva added that he was unhappy with the recent statement made by the
Woodside to the financial market that the Timorese Government had agreed
with their proposal presented.
*Eight police officers testify in court

Eight of the Timorese National Police officers have testified in the
court regarding the ambush set up by former rebel leader' Afredo Reinado
Alves and his followers on May 23' 2006.
During the court trial those witnesses said the ambush and shootings at
that time was known to them.
The witnesses also said those armed group were in military and police
uniforms and said they could not identify them specifically.

Residents in Ainaro and Maubisse have made a report to Prime Minister
Xanana Gusmao due to JICA do not keep its promises about supplying clean
water for the people in the rural areas.
The residents said in 2002' JICA held a survey in those places and
pledged to provide clean water' but nothing had happened.
Administrator for Maubisse sub district' Jose da Silva Mendonca made the
comments during a meeting with Prime Minister Gusmao.
Mendonca added that water shortcoming was also a major challenge to the
people of Maubisse.
*US Embassy to increase number of Timorese scholarship student

The US Ambassador to Timor-Leste' Hans Kleem' has said that his
Government would increase number of scholarship in order to give more
opportunity to the Timorese students to continue their study in US.
?The US Government has planned to increase number of scholarship to the
Timorese students who wants to continue his/her study in the US'?
Ambassador Kleem said.
Klemm made comment yesterday in the US Embassy in Pantai Kelapa' Dili.
He said that the reason increasing the numbers of scholarship due to
there were many Timorese students had good will to study in the US.
?Looking at the number of the people who apply scholarship of Australia
each year where there were 50 selected students' but there were 300
people were applicants for the US scholarship each year and it showed
that many Timorese want to study in the USA and therefore the US has
planned to increase numbers of scholarship onward'? Ambassador Kleem
added.
*Woodside delegations leave meeting as ANP reject their option to build
floating LNG

Woodside delegations of left the meeting after the National Petroleum
Authority (ANP) rejected option of Woodside to build floating LNG in the
Greater Sunrise oil and gas field.
Woodside delegations left the meeting because the ANP presented two
options such as Timor-Leste LNG and Australia LNG.
ANP President' Gualdinho da Silva' said the meeting they held with the
Woodside Company did not go well due to the representative of Woodside'
Jon Ozturgut' left the meeting after listening to the two options
presented by ANP.
Da Silva said that his side was surprised with the option of Woodside to
have floating LNG' adding that their option had not reflected on the
output of the study.
?I am calling for them to save their documents' as what we want is that
we have three options such as floating LNG' Darwin LNG and Timor-Leste
LNG' adding that they have no report so far'? da Silva said.
Da Silva said that ANP would never agree with Woodside's option to have
floating LNG due to ANP had two options to have Darwin LNG or
Timor-Leste LNG.
*PEDN will free people from begging: PM Gusmao

Prime Minister Xanana Gusmao has said that the Government's National
Strategic Planning (PEDN) would free people from begging by asking help
from another countries or agencies after the Government implements the
PEDN.
PM Gusmao said that the Government made the strategic planning in order
to prevent possible begging or debt from donors in the future.
He said that all the social problems faced by the people' particularly
those who live in the rural areas will be resolved when the Government's
PEDN would have been implemented.
PM Gusmao made the comments regarding residents of Maubise sub-district
lamentation about promise of the Japanese International Cooperation
Agency (JICA) to install clean water canalization in Maubise 2002 but it
had not realized yet.
Maubise sub-district Administrator' Jose da Silva Mendonca' has said
that the JICA staffs had held survey in Maubise in 2002 to install clean
water canalization but nothing had happened so far.
'starting from 2002' JICA collected data and held survey to install
water canalization to residents of Maubise' but up to this time JICA had
never appeared in Maubise sub-district'? Mendonca said.
*3% of Petroleum funds is enough to develop the country: Fretilin

Fretilin Secretary General' Mari Alkatiri' has said that money US$ 3%
withdraw from the Petroleum Fund was enough to develop the country.
Alkatiri made the comment yesterday saying that although the Government
withdrew money US$15% from the Petroleum Fund Timor-Leste' yet people
would remain poor and would make debt from other country.
?Although all money of Petroleum Fund spent' we all will remain poor and
worst than that' we will make debt' because we want to spend more money
of which total amount we earn from the oil. That is why if Fretilin were
in power' 3% is enough to develop the country'? Alkatiri said.
He added that the Government should not withdraw money from the
Petroleum Fund more than 3% as the law allowed the Government to
withdraw 3% only.
He also said that if the Government was hell-bent to withdraw money more
that 3% the Petroleum Fund would not hold out' because the income was
only about US$100 but we spend US$1.000.
He also called on the people of Timor-Leste not to depend on the state
or Government as it was the task of the Government to develop this
country' so that people could live prosperously in the future.
*PNTL late to respond to situation due to lack of facilities

The Timorese National Police Commander' Commissioner Longuinhos Monteiro'
has said that the National Police was sometimes late to respond to any
incident due to lack of facilities that could support the police
officers.
Monteiro made the comment yesterday regarding some residents who were
concerned about the work carried out by the police officers in the
field.
?We are trying to improve this mechanism and find out another possible
alternatives and you journalist is seeing that we are lacking of
facilities that can support PNTL officers to respond to any incident at
any time'? Monteiro said.
He added that some area in the capital of Dili was controlled by the
United Nations Police as it they were yet to hand over responsibility to
the national police.
?We will contact with the United Nations Police especially in Dili when
there is urgent call from residents. We contact with the UN Police to
come together to the scene. We are doing this because we do not want
people blame the national police'? Monteiro said.

The Timorese Operational Police Commander' Superintendent Chief' Mateu
Fernandes said that his department had not received any information
regarding the recent incident happened in Manleuana' Dili.
Fernandes made the comments on Monday saying that he had not got
information about the case due to the victim was now recieveing medical
treatment at the National Hospital of Guido Valadares (HNGV).
?I have not received information about this case' but as usual I said
that whoever feels that s/he is a victim and make claims to the Police'
the police will process the case. When a person was stubbed then she/he
knows who is the doer and the police will hunt him down soon after the
victim report to the police'? Fernandes said.

The Timorese Police Commander' Commissioner Longuinhos Monteiro' has
said that numbers of the National Intelligence Police were not
sufficient' but the intelligent police officers were capable of
detecting the bad plans of some people who wanted to create instability
in the country.
Commissioner Monteiro made the comment yesterday regarding some resident
who were concerned about the work carried out by the national police'
particularly by the intelligent police.
?Number of the National Investigation Police is not sufficient' but we
have assumed our responsibility to provide information about those who
have bad intention to create instability in the country'? Monteirosaid.
Meanwhile' the Timorese Operational Police Commander' Superintendent
Chief Mateus Fernandes' has said that it was important to all the people
to cooperate with the security officers to guarantee security and
stability in the country.
'security in the country will be under controlled' but the most
important thing is all the people should give their contribution'
because intelligent does not mean that it is only provided by the
Government' Parliament but all people should give their contribution to
this case. I call on all people to report to the police' International
Stabilization Force (ISF)' United Nations Police on the Timorese Defense
Force when they have any bad information so that they can intervene the
case'? Fernandes said.

Prime Minister Xanana Gusmao has said that some state leaders loved
money and therefore they did not want the Government to withdraw more
money form the Petroleum Funds to develop this country.
During the public consultation for the Government's National Strategic
Planning in the Hatu Belico of Ainaro District' PM Gusmao said that Tmor-Leste
has got its independence fro ten years but there was no positive thing
in the country' particularly in the development aspect.
PM Gusmao added that he was now making efforts to better develop this
country so that people could live prosperously in the future' but there
was no optimal support from some other state leaders over his national
development plans.
?I love so much people and this country rather than love money. I will
make efforts to better develop this country' so that people can live
prosperously in the future'? PM Gusmao said.
He also called on all the people to unite in order to contribute to the
process of National Development.
