President Jose Ramos Horta said the state should use dialog as an
appropriate way to resolve social, political and criminal problems
appeared in the country's western district of Ermera.
The president made the comments on Tuesday (1/6) at Nicolau Lobato
international airport regarding issue of the illegal armed groups that
try to threaten the local residents in Ermera.
Horta stressed that had not really known yet about the problems appeared
in Ermera, but he recognized that act of crime was staying in high in
that district.
Unfortunately every year many problems appear in Ermera district.
Various groups appear in Ermera, Stadu village, Letefoho, Atcabe,
Bononaro and Lolotoi. I will contact our police commander to talk on
this issue,? Horta said.
Horta added that apart from doing operations, the state could hold
social action such as holding dialog.

The Democratic Party (PD) MP Rui Menezes has called on the country's
institutions, mainly intelligent to provide factual information on the
issues which could impact on stability of the country.
MP Menezes said intelligent service in the country had not showed
adequate reaction in relation to the illegal armed groups in Ermera.
Menezes urged the state institutions, mainly the intelligence department
to justify this issue.
He added that the intelligent service should work professionally, as the
public wanted factual information.

MP Rui Menezes from the Democratic Party (PD) said the National Police
should launch a profound investigation into the rumors on the illegal
armed groups? presence in Ermera district.
Menezes said the National Police Commander had recently made comments
that there were illegal armed groups engaging in exchange shootings with
the police in Ermera, yet Ermera District Police and the National Police
operations commander denied it.
The deputy police commander initially stated there was illegal armed
group, but later he recognized that the group is existing. Therefore,
the police needs to investigate it professionally,? Menezes said.
He added that the illegal armed groups were led by the ex-Indonesian
military known as 745.
*F-FDTL, PNTL, Civil Security Guard and Fire Brigade take part in
joint training

The Timorese National Army, Police, Civil Security officers and Fire
Brigade officers held a joint training on integrated radio of
communication.
The training was held to better professionalize the F-FDTL, PNTL, Civil
Security and Fire Bridge officers to provide assistance to the
communities in emergency situation.
The training was held yesterday at the office of the State Secretary for
Defense.
The trainer, Dwi Susanto from Paduma Kom Karya Jaya, said that the
objective of the training was to facilitate coordination of the security
officers in carrying out their work in the field.
In this case we want to improve their communication skills, so that they
can implement their skills in coordinating with each other for example
if there is an incident then they can coordinate well with each other to
respond to the case,? Santoso said.
Meanwhile, Ernesto Mendonca a participant from F-FDTL said that the
training was positive as it brought benefit to them, particularly in
improving their experience about communication skills.
*Academics calls on Govt to improve status of UNTL

Academics forum of the Universidade Nasion? Timor Lorosa?e has called on
the Minister of Education to imporve status of the UNTL in order to
avoid a possible implication in the future.
The UNTL spokesperson, Ananias Barreto, in their statement called on the
competent Minister to change the status of the UNTL as soon as possible.
We are calling on the Minister of Education to improve status of the
UNTL in a ten-day duration starting from now [yesterday], otherwise
there will be a negative impact on the activity of the UNTL. The process
of improving the UNTL status should also involve staffs structure of the
UNTL. The UNTL structure will continue accompanying the process of
changing status of the UNTL and will take necessary action to respond
those decisions would be made by the competent minister if the decision
will not match our demands,? Barreto said.
Meanwhile, Minister for Education said that the UNTL is the Public
University and therefore the Government would not follow the interests
of any small groups.

President Jose Ramos Horta has not declared to give pardon to the
prisoners in the commemoration of the Timorese Independence Restoration
Day on May 20 this year, due to the ex-rebel leader, Gastao Salsinha and
his followers do not include in the list proposed by the Government.
An unnamed source said the Government had prepared list of the prisoners
who would be pardoned, but the pardon did not happen, because Horta did
not see Salsinha and his men's names in the list.
Minister for Justice, Lucia Lobato said she did not know the reason why
President Horta had not declared the pardon to the prisoners.
The Government proposed 100 prisoners to be pardoned by the president on
May 20, 2010, but it did not happen.
*Police has evidence of illegal armed groups

The Timorese National Police's Investigation Department (NID) has
concrete evidences from the victims on the activity the illegal armed
groups who have maltreated the local residents in Ermera district.
The National Police Commander, Commissioner, Longinhos Monteiro said
talking on the state security people should be opened minded and should
not bring political party's interest into the state security.
Monteiro called on the country's people who were talking on security to
open their mind and should have good views on the security.
He added that what he had publicized was based on the facts collected
from the National Investigation Department and said all the residents in
Ermera knew this situation.

Former Timorese Defense Minister, Roque Rodrigues said he resigned from
his political post as defense minister on 31 May 2006 due to stability
of the country was not going well.
We can say that public order as change and therefore I made decision
myself on 31 May 2006 to resign from my post,? Rodrigues said.
Rodrigues made the comments yesterday during his testimony in the court
regarding gun fire between the Timorese Defense Force (F-FDTL) soldiers
and the late rebel leader Alfredo Reinado Alves and his men in Fatuahi
on 23 May 2006.
Rodrigues said that he did not see directly gun fire in Fatuahi but he
only had the information about it.
Apart from Rodrigues, there were also other witnesses who were
testifying in the court yesterday like Leadro Izac, Virginha Sequeira,
Antonio Ribeiro and Mateus de Araujo.
*F-FDTL and TNI cooperate to control border

A press release has stated that the Timorese Defense Force (F-FDTL)
Commander, Major General Taur Matan Ruak, held an official visit to
Indonesia to meet with the Indonesian TNI General Djoko Santoso.
The objective of the visit was to talk about cooperation between the
Timorese Defense Force and Indonesia's TNI to better control border of
Timor-Leste and Indonesia.
Besides from meeting with General Santoso, Ruak would also meet with the
Indonesian Defense Minister Purnomo Yusgiantoro and Indonesian Academic
Military commander Major Nono Sampono, S. Pi,. M. Si.
The press said that the Indonesian TNI also provided the F-FDTL officer
opportunity to do their study in Naval School and LEMHANAS for the post
of Major, Lieutenant Colonel and Colonel.
*President Horta to conatct Commissioner Monteiro

President Jose Ramos Horta, has said that he would contact the Timorese
Police Commander, Commissioner Police Longuinhos Monteiro in order to
seek for solution to halt presence of the illegal armed groups in Ermera.
President Horta said he had no clear information about illegal armed
group in Ermera, but he added that there were many problems had appeared
in Ermera so far.
For few years there have been many problems appear in Ermera district,
Estadu village, Letefoho, Atsabe, Bobonaro and Lolotoe,? President Horta
said.
In relation to this case, President Horta said he would contact the PNTL
Commander Longuinhos Monteiro to hold operations and hunt down the
illegal armed groups.
Horta also said that the police should have dialog with the local
residents on the issue illegal armed groups.
We should not wait for the police intervention, but we need to know why
this problem appears. If this case is 100 percent as act of crime then
the police should take necessary action against it, but if this case
appears due to politics then we should intervene it with social manner,?

*Govt proposes 837.981 million for general state budget

The National Parliament has officially launched the proposed law n 37/II
the general additional state budget for 2010 worth 837.981 to the
Special Committee to look at it and give comment before coming to a
profound debate.
MP Manuel Tilman who is also the president of the Committee C said such
an amount was divided into five categories. US $ 99.99 Million allocated
to salary, US $ 268.78 million for good services, 491 million for
capital minor and capital development is worth US $ 184.632 million.
From such amount the Government would withdraw the country's petroleum
funds worth US $ 801, while the rest of the amount would be taken from
the domestic revenue.
*Gusmao declares not to wait for MCC

Prime Minister Xanana Gusmao has called on the Timorese people to not
urge the Government to always ask donors through the Millennium
Challenge Cooperation known as MCC [funds from the US].
We do not have to trust and do not care about the MCC funds, as we
should trust in ourselves. We should make efforts for what we can do,
because now we have money,? Gusmao said.
Gusmao said the donors had promised many times, but they did not keep
what they had promised; therefore you should believe in Government to
implement its programs.
We should trust in ourselves, although it is slowly, but should move
forward,? Gusmao said during a meeting with the district administrators.
Although the prime minister said Timor-Leste did not need the MCC funds,
but Minister for Planning and Finance is pleased, because Timor-Leste
has got US $ 10.5 million the MCC.
*Govt presents additional budget for this year more than US$781 to the
Parliament

Finance and Planning Minister Emilia Pires, has said Prime Minister
Xananan Gusmao has presented additional state budget for this year with
total money more than US$781 million to the National Parliament on
Monday 31 May.
Pires said that the Government would not make more comments in this case
as the additional budget proposal was yet to be discussed by the
Parliament and approved it.
She added that the Government has included budget that would be
allocated for development package for decentralization in the proposal
of the additional state budget for this year.
*Alkatiri calls on PM Gusmao not to provoke Fretilin

Fretilin's Secretary General, Mari Alkatiri, has called on Prime
Minister Xanana Gusmao not to provoke Fretilin with a falsehood during
his public consultation on the Government's National Strategic Planning
in districts.
Alkatiri denied PM Gusmao's statement saying he cancelled highway road
from Com to Mota-Ain (Bobonaro) because there was an indication of
corruption.
He said that there was no highway road project planned by the Timorese
and Kuwait Governments, but they only had only conducted research on it.
No program or project of highway from Com to Mota-Ain and we only had
research. Such project had never appeared in my governance. No one had
signed something about the project, but it was previous research only
and it had not spent money . They did the research themselves,? Alkatiri
said.
*Asia Foundation trains Community policing about conflict prevention

The Asian Foundation in Timor-Leste has training for the Community
Police about conflict prevention by creating community leader counsel in
order to identify, analyze and make classification into the problems and
how to resolve problem appeared in the community.
The Trainer from the Asian Foundation, Jo? Hendrique Fereira, has said
that the reason of the Asia Foundation to choose five viallges of
Cristo-Rei sub-district for implementing Community Policing, because the
leaders of those villages were energetic or hard worker.
Our reason to choose five village of Cristo-Rei Subdistrict to implement
community policing, because we have criteria the we will more prefer to
choose the villages whose leaders are hard worker and in another part we
will see if the security situation in that village is concerned about by
the local residents,? Fereira said.
He said that the objective of providing the training was to better
capacitate the community leaders and Community Policing officers to
cooperate with each other to resolve problem appear.
Meanwhile, Dili District Community Police Commander, Inspector Assistant
Paulo da Costa said the training was positive as it will helpful for the
community leaders and police to resolve any problem that might appear in
the future.
*President Horta calls on PM Gusmao to have national consensus

President Jose Ramos Horta has called on Prime Minister Xanana Gusmao to
have national consensus with politicians before implementing the
Government's National Strategic Planning.
When we make a plan that will affect to the interest of the country
today, tomorrow, and in the future, we know that we will not complete it
in one mandate therefore we need to make national consensus,? President
Horta said.
President Horta said that it was important for PM Gusmao to hold dialog
with the residents and all sides, so that they could support the
projects implementation.
I have talked about this case with PM Gusmao and he agreed with me,?

*President Horta denies information about he signs MoU with Kuwait Govt

President Jose Ramos Horta, has totally denied an allegation saying he
had signed a Memorandum of Understanding (MoU) with the Kuwait
Government about highway project constructed from Com of Lautem district
to Mota-Ain of Bobonaro district.
Kuwait Government had only held pre-feasibility study to look at the
road from Com to Mota-Ain in the Former Fretilin Governance,? President
Horta said. They present result of the study after finishing the study
to the Council of Ministers and if the Government agrees with it then it
needs to hold feasibility study. If the Government agrees with it then
the Government will open international tenderization and implement this
project,? President Horta said.
He added, ?But if the Government refuses to allocate money and ask
Kuwait to allocate money then it is the right of Kuwait to hold
international tenderization and they will decide which company is
eligible to manage the project and this Kuwait system. But this case had
never been approved in the first and second Government.?
President Horta said that the Pre-feasibility study conducted was
financed by Kuwait Government with the total money about US$1 million.

MP Estanislau Aleixo da Silva from Fretilin has said that Prime Minister
Xanana Gusmao would be responsible for the work of the Parliamentary
Majority Alliance (AMP) soon after it mandate comes to end in 2012.
Budget that has been transferred from state funds is US$ 72 million for
Public Work Enterprisers Association for financing the recent referendum
package. It is against and breach the existing law and therefore the
next governance will take this case to the court,? MP da Silva said.
Meanwhile, MP Pedro Martires da Costa from the National Congress for the
Timorese Reconstruction (CNRT) said MP's role was to observe the
Government's activities and it was normal to talk about it as it their
task.
At the same time MP Rui Menezes from the Democratic Party (PD) has
considered the statement of MP da Silva was political ones and it would
not affect the Government's activities that related to financial issues.

Children in order to prevent illness and analphabetism in the country.
?We have strong commitment for children's development starting from 2002
up to this time. Therefore it needs more investment for children,?
President Horta said.
He added, ? We need to invest more money for children in 2010-2011 in
order to rehabilitate schools, tables, chairs, books, children's heath,
repairing roads in order to facilitate children to go to school and this
is our commitment.?
