NOT TO SLASH FOREIGN AFFAIRS BUDGET (Warns of "surrender" of U.S. global
leadership)
May 20, 1999 testimony before the Senate Appropriations Subcommittee on Foreign
Operations.
[Excerpt]
Elsewhere in the region, we are strongly supporting those committed to political and
economic reform.
While visiting Indonesia this spring, I spoke both publicly and privately about the
importance of holding free, fair and credible elections on June 7, and about the need for
the Indonesian military to do more to stop violence without abusing human rights. I also
discussed with Indonesian leaders the ongoing effort to reach a just and peaceful
resolution of the status of East Timor. My emphasis was on the need to disarm paramilitary
forces, promote stability, and respect the will of East Timor's people as the transition
to a new status takes place.
