JAKARTA, Indonesia -- President Joko
Widodo held his first cabinet meeting
Monday as human-rights groups
intensified criticism of his new defense
minister -- a hard-line former general
who helped lead the country s campaigns
against separatist movements.
Mr. Widodo s appointment of former Army
Chief of Staff Ryamizard Ryacudu is
prompting questions about the leader s
commitment to human rights in a country
where the issue still resonates 16 years
after the downfall of longtime ruler
Suharto, who relied on military force to
keep the sprawling nation of some 18,000
islands united.

Rights advocates had succeeded in
lobbying against the appointment of
another top military leader, former
army head Wiranto, who was charged
by a United Nations tribunal in 2003
with crimes against humanity in East
Timor in 1999.

Mr. Ryacudu was one
of 34 ministers selected by Mr. Widodo
after days of closed-door meetings
following his inauguration a week ago.
Like several other ministers, he is
close to former President Megawati
Sukarnoputri, who backed Mr. Widodo s
candidacy for the presidency.
Mr. Ryacudu rose in the military at a
time when it was fighting separatist
rebellions in remote regions, including
Papua on the island of New Guinea and
Aceh in northern Sumatra. The government
negotiated peace with the Acehnese
rebels after the Indian Ocean tsunami in
2004, but the army is still battling
separatists in the province of West
Papua.
Human-rights advocates have zeroed in on
statements by Mr. Ryacudu in 2003 that
soldiers convicted of murdering an
independence leader in Papua were
"heroes" and that the military s killing
of children in Aceh province was
justified because they could have been
armed.
John M. Miller, coordinator of the East
Timor and Indonesia Action Network,
called Mr. Ryacudu "a relic of the past
with a history of excusing rights
violations by soldiers, threatening
human-rights critics, and asserting the
military s right to meddle in civilian
affairs."
Mr. Widodo said during his campaign that
past human-rights violations should be
addressed. A presidential aide said this
weekend that no one who had violated
human rights would be appointed to the
cabinet.
Criticism from human-rights advocates
comes as Mr. Widodo attempts to organize
his administration and tackle the
country s pressing problems, including
government fuel subsidies that are
costing tens of billions of dollars.
Mr. Widodo, who convened his cabinet for
the first time Monday, told cabinet
members to begin to work immediately and
"to implement the president s vision,
not ministers visions."
Information and Communications Minister
Rudiantara said the new leader discussed
programs to develop maritime and
agriculture sectors and to spend more on
infrastructure. Those plans, Mr.
Rudiantara said, include a goal to add
25,000 megawatts of electricity
production in the next five years --
roughly in line with the target of the
previous government.
On Sunday, after Mr. Widodo introduced
his cabinet, Mr. Ryacudu was asked by
reporters about his human-rights record.
He deflected the question and then
changed the subject to the need to
upgrade weapons systems.
Rights advocates had succeeded in
lobbying against the appointment of
another top military leader, former army
head Wiranto, who was charged by a
United Nations tribunal in 2003 with
crimes against humanity for alleged
responsibility in the killing of more
than 1,000 people in East Timor in 1999.
A court in newly independent East Timor
issued a warrant for his arrest in 2004,
but he never faced trial.
Mr. Wiranto, who like many Indonesians
uses one name, has denied any part in
war crimes.
Mr. Wiranto, who was an adviser for Mr.
Widodo s presidential campaign, was in
the running for a ministerial post
overseeing legal affairs and human
rights. But his name was dropped after
rights advocates and others opposed his
nomination.
During the presidential campaign, Mr.
Widodo challenged the human-rights
record of rival candidate Prabowo
Subianto, a former general and
special-forces commander who was
discharged from the military in 1998 for
ordering the kidnapping of student
activists.
Paul Rowland, a Jakarta-based political
consultant, said he believed Mr. Widodo
appointed Mr. Ryacudu, with his strong
nationalist credentials, to pre-empt
parliamentary criticism on military
issues while he concentrates on his more
important priority: improving the
economy.
"I think he is trying to keep
distractions to a minimum," Mr. Rowland
said. "It gives Megawati something, and
it inoculates him from the idea that he
is not nationalist enough."

JAKARTA-- Kecaman kian mengeras dari
kelompok pembela hak asasi manusia
kepada menteri pertahanan yang baru
ketika Presiden Joko Widodo menggelar
rapat kabinet pertama. Sang menteri
adalah mantan jenderal garis keras yang
turut memimpin kampanye pembasmian
gerakan separatis.
Penunjukan mantan Kepala Staf Angkatan
Darat, Ryamizard Ryacudu, meruapkan
pertanyaan mengenai komitmen Joko Widodo
dalam urusan hak asasi manusia.
Ryamizard adalah satu dari 34 menteri
yang dipilih oleh Joko Widodo. Seperti
beberapa menteri-menteri lain, Ryamizard
dekat dengan Megawati Sukarnoputri.
Karier militer Ryamizard menanjak di
tengah upaya TNI memerangi para
pemberontak di beberapa provinsi,
seperti Papua dan Aceh. Pemerintah
melangsungkan pembicaraan damai dengan
para pemberontak Aceh pascatsunami 2004.
Namun, TNI masih berjibaku dengan
kelompok separatis di provinsi Papua
Barat.
Para penganjur urusan hak asasi manusia
menyinggung pernyataan Ryamizard pada
2003 bahwa para prajurit yang dipidana
karena telah membunuh pemimpin di Papua
adalah "pahlawan". Sementara itu,
Ryamizard kala itu pun pernah
berkomentar bahwa pembunuhan anak-anak
oleh militer di provinsi Aceh dibenarkan
karena mereka kemungkinan bersenjata.
John M. Miller, koordinator Jaringan
Aksi Indonesia dan Timor Timur (ETAN),
menyebut Ryamizard "peninggalan masa
lalu yang memaafkan pelanggaran hak
asasi manusia oleh tentara, mengancam
kritikus hak asasi manusia, dan
menegaskan hak militer untuk campur
tangan dalam urusan sipil."
Joko Widodo dalam kampanyenya bahwa
pelanggaran hak asasi manusia yang
terjadi pada masa lalu harus ditangani.
Orang dekat Joko Widodo pada akhir pekan
lalu mengatakan tak seorang pun
pelanggar hak asasi manusia akan
ditunjuk menjadi menteri.
Setelah Joko Widodo memperkenalkan para
menteri kabinet pada Minggu, Ryamizard
ditanyai para wartawan mengenai rekam
jejak hak asasi manusia. Ia mengalihkan
pertanyaan dan mengarahkan topik menuju
ihwal sistem persenjataan.
Para penganjur hak asasi manusia
berhasil melobi agar pemimpin militer
lain, Wiranto, tidak ditunjuk sebagai
menteri. Tahun 2003, sebuah mahkamah PBB
menuding Wiranto bertanggung jawab dalam
pembantaian 1.000 orang lebih di Timor
Timur pada 1999. Pengadilan di Timor
Timur memerintahkan penangkapan
terhadapnya pada 2004. Namun, ia tidak
pernah diseret ke pengadilan. Wiranto
menampik terlibat dalam kejahatan perang.
Wiranto, salah satu penasihat kampanye
Joko Widodo, masuk dalam daftar calon
menteri koordinator yang menangani
urusan hukum dan hak asasi manusia.
Namun, namanya dihapus setelah para
penganjur hak asasi manusia dan pihak
lain menentang pencalonannya.
Pada masa kampanye presiden, Joko Widodo
mempertanyakan rekam jejak pesaingnya,
yakni Prabowo Subianto, mantan jenderal
dan komandan pasukan khusus yang dipecat
dari militer pada 1998 karena
memerintahkan penculikan aktivis
mahasiswa.
Paul Rowland, konsultan politik yang
berkantor di Jakarta, percaya penunjukan
Ryamizard bertujuan mengantisipasi
kritik parlemen terhadap masalah militer
sementara sang presiden berfokus pada
prioritasnya: memperbaiki ekonomi.
"Saya rasa, ia mencoba untuk
meminimalisasi ganjalan," ujar Rowland.
"Megawati mendapatkan sesuatu, dan [Joko
Widodo] tidak dianggap sebagai sosok
yang tidak cukup nasionalis."

A human rights group has condemned
the appointment of the new Indonesian
Minister of Defence, saying his record
spells bad news for West Papua.
The East Timor and Indonesia Action
Network (ETAN) says the appointment of
retired General, Ryamizard Ryacudu,
proves that the newly-inaugurated
President Joko Widodo is not serious
about promoting human rights.
The ETAN coordinator John Miller, says
General Ryacudu is a relic of the past
with a history of excusing rights
violations by soldiers, threatening
human rights critics, and asserting the
military's right to meddle in civilian
affairs.
Mr Miller says Indonesia's
anti-corruption agencies vetted cabinet
nominees at President Widodo's request,
and he rejected several based on their
recommendations.
While campaigning, the President said he
would open a new dialogue with West
Papua.

JAKARTA: Indonesia’s reformist new
president Joko Widodo has come under
fire for appointing a hardline
ex-general as defence minister, with
activists saying on Wednesday it marks a
step backwards for human rights.
Widodo, the country’s first leader
from outside the political and military
elites, surprised observers by naming
former army chief of staff Ryamizard
Ryacudu to his cabinet at the weekend.
Activists have alleged that abuses
took place during his leadership of
military operations to quash separatist
groups in Aceh, on western Sumatra
island, and in the eastern region of
Papua.
In 2003, he was criticised for
praising a group of soldiers who had
been jailed for killing a Papuan
pro-independence leader as “heroes”.
“There is a pessimism that he will
respect human rights,” said Al Araf of
prominent rights group Imparsial.

added: “The appointment of a hardliner
like Ryamizard Ryacudu tells us that
President Widodo is not serious about
promoting human rights or reaching out
to Papua.”
However the United States, a key ally
of Indonesia, sought to play down the
concerns.
“We are certainly aware of the
allegations of human rights violations
committed by the Indonesian army while
the general served as army chief of
staff,” said State Department
spokeswoman Jen Psaki.
“We are not, however, aware of any
allegation that ties the defence
minister explicitly to a specific human
rights violation.”
She also noted that the military,
which used to play a central role under
the regime of dictator Suharto, had
transformed “in significant ways” since
the country became a democracy in 1998.
The move was also criticised as it
broke with the tradition established
since the end of Suharto’s three-decade
rule of appointing a civilian as defence
minister, a practice intended to
demonstrate the supremacy of the
civilian establishment over the
military.
During authoritarian rule,
Indonesia’s military had enormous
political influence, enjoying unelected
parliamentary representation as well as
the fruits of a large business empire.
However since Suharto’s downfall, the
military has been stripped of its seats
in the parliament and plays a far
smaller role in public life.

Jacarta, 29 out (Lusa) - As organizações
não-governamentais (ONG) de direitos
humanos criticaram hoje a nomeação do
novo ministro indonésio da Defesa, já
envolvido em polémica antes de chegar ao
Governo do Presidente Joko Widodo.
As ONG disseram-se surpreendidas com a
nomeação, tendo em conta as críticas de
que Ryamizard Ryacudu, antigo chefe do
Estado Maior do Exército, foi alvo no
passado.
As organizações de defesa dos direitos
humanos acusam o exército indonésio de
cometer abusos durante a liderança de
Ryamizard Ryacudu, no curso de operações
militares contra grupos separatistas de
Aceh, na zona norte da ilha de Sumatra,
bem como na província de Papua Ocidental.
O ex-general foi alvo de críticas em
2003, depois de ter classificado de "heróis"
os soldados detidos por terem matado um
líder da Papua favorável à independência
desta província, onde várias violações
dos direitos humanos foram denunciadas
pelas ONG.
"A nomeação de um defensor de linha dura
como Ryamizard Ryacudu mostra-nos que o
Presidente não encara com seriedade a
promoção dos direitos humanos ou quer
estender a mão à Papua", disse John
Miller, da ONG Timor-Leste e Rede de
Ação Indonésia.

asasi manusia yang dilakukan tentara,
mengancam pengkritik HAM, dan mencampuri

Jokowi terlihat menyambut positif upaya
untuk menegakkan keadilan bagi

Memilih Ryamizard, kata Miller, sama
saja dengan memutuskan hubungan masa
lalu atas pelanggaran HAM. "Kurangnya
akuntabilitas untuk masa lalu dan

mengancam kemajuan masyarakat dalam
jangka panjang," kata Miller.

words to promote human rights and
reach out to West Papua.
Miller, in his press release, said
that Ryamizard has a record of human
rights violation in the past. ETAN
also wrote that Jokowi, in his
presidential campaign, welcome the
notion to uphold justice for past
human rights violation, as well as
to open dialogue with West Papua.
The Press Release also quoted
Ryamizard’s interview with Time
magazine. Ryamizard said to have
observed the military emergency
status in Aceh back in 2003 that had
claimed the lives of many. Ryamizard
also claimed that his troops
executed women and children, as they
are capable of killing.
Miller later concluded the press
release, saying that appointing
Ryamizard as minister is cutting off
past record on human rights
violation.
